List remote downloads in flight
The remote downloads this server's node is still running, with their
progress as a fraction between 0 and 1.
A download that has finished disappears from this list rather than appearing as complete, so an empty list means "none running", not "none succeeded".

The scopes listed on each operation are the abilities the key must carry. They are not OAuth scopes and are not negotiated per request.
